When he established the Cross Guild alongside the formidable Mihawk and Crocodile, Buggy found himself once again playing the figurehead—a smiling mask concealing the true architects of power working behind the curtain. The arrival of the fierce pirate Binks D. Belle disrupted this comfortable arrangement, forcing a restructuring that stripped Buggy of his hollow presidency but paradoxically elevated his standing through a symbolic black star ring. Now serving as Vice President for the Cross Guild and First Mate beneath Belle's command aboard the Lady Phantom, Buggy discovered an unexpected truth: sometimes the greatest power lies in being underestimated, in performing the role of fool so convincingly that enemies overlook the cunning mind orchestrating the jest.
