Directive 9-C: Census & Deployment

This bureaucratic codex documents the systematic categorization and strategic positioning of forty-two consecrated individuals known as the Blessed, administered by the Directorate of Anomalous Assets as specialized instruments of infrastructure and defense rather than autonomous heroes. Each asset operates under strict requisition protocols, equipped with external power sources and mandatory reporting documentation, with their abilities triggered primarily through survival instinct rather than aggressive impulse—a phenomenon that has skewed their tactical deployment toward protective and restorative functions. The Blessed are distributed across six distinct classifications: fourteen Pure Guardians specializing in kinetic resistance, eleven Pure Support specialists in restoration and enhancement, seven Sanctuary assets combining defense with healing for disaster response, five Phalanx operatives merging defense with combat capabilities, three Catalysts bridging combat and support functions, and two Pure Combat assets reserved for catastrophic anomalies. Administratively, the Sectors Two and Three command centers maintain the primary barracks and power infrastructure to sustain these assets. Sector Four's vital industrial facilities—refineries, generators, and water treatment plants—are safeguarded by Support and Catalyst assets
