The city's government has responded by establishing a heavy military presence throughout the district, with guard stations positioned at every major intersection and patrols moving constantly through the shadowed streets. Despite—or perhaps because of—this oppressive security apparatus, violence remains endemic, with turf wars between rival factions erupting regularly in the dead of night.
